3. The engine speed maxed out in neutral at 2900 rpm - I had the
throttle cable disconnected and manually moved the throttle lever all the
way.

Maximum revs are definately related to transmission reduction, but it sounds
like this is a change from what you had before, not a new installation.
Sometimes the exhaust elbow gets clogged up with carbon, making more back
pressure for the engine to push against, which causes the engine to lose
horsepower. Try taking off the water injection hose and probing around
within the elbow. If you encounter a lot of "stuff", take the elbow off
(unpleasant but possible) and clean it out...
