To the various questions:

1. I did not have to modify the aperture - but the shaft needed
to be cut down to fit. See photos at

site - my preference is to post hi-res photos by the way)

2. The prop is clean - the boat was hauled in mid-May - I sort
of doubt that it is mucked up.

3. The engine speed maxed out in neutral at 2900 rpm - I had the
throttle cable disconnected and manually moved the throttle lever all the way.

So, it seems to me there is an engine issue - the fuel is clean.

Will keep everyone updated.

In the meantime, I have noticed references to Yanmar 3GMF's as having
27 or even 30 hp, but, my engine is clearly rated at 20 hp. I think
there is a 3GM30 which must be a later version of the engine. But, I
have the 20hp version.
