A knee-jerk here would be that you have one cylinder in your engine not
firing. You can check this by running your engine unloaded at a high idle
(1200 to 1500 rpm) and loosening the nut holding the tubing going into the
injector allowing fuel to escape (a bit messy). If your engine does not
change in rpm or sound, you've located a cylinder not firing. It will lug
down on each good-miss-firing-cylinder.

An easier check on Volvos with individual decompression levers is to make
the same check by unloading each cylinder at a time noting a change (or not)
in engine rpm.

Since I am not a diesel mechanic, others more qualified might have a better
suggestion.

Another question
I am getting 2900 rpm from the engine when in neutral - that seems a
little low to me.
What do others get from this engine with no load.
