Cheap labor is available, but reliable labor is a bigger problem. My
varnish guy, makes $6/hour, this is more then he could make anywhere in town
doing similar work. My helps either make $5 or $6/hour and they are on time,
honest, and appreciate the chance to work with a gringo.

This is Napoleonic law, you are guilty up front when charged, it is up to
you and the system (designed to extort) to prove yourself innocent. You do
not want to land in jail as there is little can be done to get you out even
with the US involvement, the game of ex torsion here is finely tuned and it
will be expensive to re-gain your freedom once behind bars
