Well, per the troubleshooting section in the manual; if I push the dry-bowl
lever just a little bit further past horizontal, then there is no problem
pumping the bowl dry. It's not like there's an additional lever position,
but apparently it just has to be all the way down.

Glad the solution was so easy...
