Since the "leaking" also happens on our vessel, your description was clear to me. I figured R. Perry designed the anchor locker to drain under our v-berth to the bilge and figured it shouldn't be a large amount of water. Only the "bow sump" is supposed to drain thru the hoses that join at the t and go overboard just below the waterline thru a seacock and thru hull accessible under the starboard v-berth cushion and pretty far forward. The problem is that the sump drains too slowly and so seawater pours down the anchor chain hawse pipes even with the bronze lids on them. I also us the plastic grocery bags under the lids to reduce the infiltration. When bashing a lot infiltration becomes significant and I figured new scuppers and then abandoning the thru hull would be much better. Some day.
I don't think the Baba 40 and Tayana 37's have the "bow sump" but I do not know about the other designs.

We do have the drains, on either side, joining for a T under the V Berth. When water goes into the drains we see no leaks happening; everything is bone-dry (we had the V Berth all open and dumped water into the anchor well drains, both sides). So this leaking does not happen from the drains, I guess I wasn't clear on my description of it. It happens from water entering from places other than the drains - the anchor hawse pipe on our port side, or the windlass opening on our starboard side.
