While I agree that there folks who don't want to, literally, broadcast
their whereabouts, keep in mind that some folks a) don't have the gear
and aren't required to have it, and b) even those that have it may well
either have problems with the gear or never got it running right in the
first place. Bottom line: it's not so much *why* some boats aren't
marked as they fact that they and other things aren't and that bumping
into them would probably ruin an otherwise nice day. Plan accordingly.
