I don't think you're making more out of this than it is. IT IS A BIG DEAL.
AND COSTLY. A peel, refair, and Interlux job can cost nearly $15,000! On my
Panda 40, that's what I paid. Some boats are scrapped because they fix is
more than the value of the boat.

I got a pretty good picture of blisters when I brought my boat from salt to
fresh water. Water that enters the fibers of a glass job can be best be
viewed as "rust". If you don't stop it, it continues to eat away at the
fiberglass. Attached is what mine looked like after the gelcoat was peeled.
Not a pretty sight!

Luckily, your blisters look similar to mine. They may have only affected the
"cushion" layer and not got deeper into the inner glass layers. You only
know by opening up a few, which the current owner may resist. If the current
owner resists, I'd walk away from this deal, if you can't get a significant
reduction (the cost of a peel, epoxy, and Interlux job = READ over $10,000).
