Hi Michael,
A more compact and effective solution is to use an Ankarolina. This is a flat spool of 1-1/4" flat dacron ribbon, about 180' long. The spool consists of two circular pieces of plastic (some are made of metal) that bolts on to the stern pulpit. I connect this to a small deck bag with about 15' of chain which then connects to an FX-23 anchor (Danforth look alike, but made of Marine Aluminum). The anchor is in a standard Danforth Chock botled onto the stern rail. I have a dual roller Windline stern anchor roller-lead on the stern caprail just slightly off the midline. It has two horizontal rollers, with a top plate that swings aside to allow you to drop the line between the rollers, and then latch the top plate back in place. The line runs between the two rollers and is held in place. I have a hefty cleat bolted to the aft deck.

The spool is only for taking up the flat dacron anchor line once it has been retrieved, and should not be used like a windlass.
When deploying there are several different strategies. In Sweden, where I first saw this device, they drop the anchor as they motor towards an anchoring rock with a piton. They let out the line by pulling it off the spool as they continue forward. As they get to the rock, they st ep off the bow pulpit onto the rock and secure a bow line on the shore. (You may have noticed that all boats from Sweden have only a single lower safety rail at the very front of the bow pulpit.). They then haul in the flat dacron anchor line by hand.

If you are anchoring with a bow anchor, first set your bow anchor. Let off an extra 30-40 feet and drift back. Now set your stern anchor and retrieve the extra 30 feet of your bow anchor line/chain.

We have a 25 pound Danforth which we set, when absolutely necessary (tight anchorage and others have a stern anchor set), by dinghy, ours or someone elses'. The only saving grace of this arrangement is that we can usually retrieve the anchor by breaking it out and pulling it in by hand, 60 to 200 feet or so of nylon line and 40 feet of chain, hand over hand over the stern pulpit, and that is a very unpleasant chore. Then the rode piles up in the back of the cockpit until we have time to stow it away in the stern chain locker. Does anyone have a different way of retrieving their stern anchor? Manual windlass? Big beefy guest? Cut the line and replace it later?
