You can buy this clamp at West Marine, I believe, or your local marina shop.
I used this on my Pearson 34. It's quick and dirty, but the wear will
probably require an earlier replacement.
 
I agree with Tom, you should try another cure first. On Edson pedestals,
there is an adjustment screw, but since mine is a knock-off, it lacks this
screw.
 
Try checking out your throttle attachment at the engine. Should be an
adjustment there. If that doesn't work, add a small "counter" spring that
will apply a little tension to hold it back, but not enough to hold it open.
