I couldn't find a pic of my baba chain hawse pipes, but found this one on
the web which looks very similar to mine

Mine are bronze, but identical in shape. I put a plastic bag, folded in half
over the top of the opening then force the cover on. This leaves just the
smallest of gaps around where the chain exits.

The hook shown is screwed into the lid and I think it is meant to be hooked
onto the chain to keep the lid in place.

You're right, our Baba-30 has a divided chain locker, so that the two
anchors can have their rodes and chain flaked nicely on either side. I think
you've got a good idea though - we can build up the side (port) that has no
drain, epoxy the heck out of it, and drill a hole to drain to the other side
(starboard) where a working drain hole with unleaking pipe all the way down
to the bilge exists. What a job, but it's better than what we are going
through right now.

For those of you with windlasses, do you have some kind of cover over the
windlass to keep water out? Ours is a Quick windlass, which works absolutely
GREAT, we love it, but this problem seemed to start happening a few months
after we installed the windlass. Maybe we also need someone to fashion a
cover to plug up securely the hole where the chain goes in? The windlass
sits flush with the deck on the anchor well, which is good for the fair lead
into the chain locker, but maybe that's a problem too?

Speaking from a 40 model perspective, one thing to check would be the
windlass bolts. Are these through-bolted through the bowsprit into the
chain locker? If so, if the bolts were NOT well-bedded and sealed upon
installation water will run under the windlass and down the bolt holes.
Rebed these and you can also try running a bead of sealant around the base
of the windlass.

In the chain locker itself, can you drill limber(drain) holes in the base to

the partition to allow water to flow and drain from the port side to the
strbrd side?

You might also get some good epoxy (West Systems is good), clean and prep
the bottom of the chain locker, pour a layer of unthickened epoxy in to seal

the bottom (cap the drain pipe first of course) and then mix a batch of
thickened epoxy and seal up all the edges and areas of possible water egress
a least a foot up from the base. I would see no reason why a single drain
pipe can't serve a divided chain locker, provided the proper drain holes are
there.
