Hi Cindy,
It is very widely used in Europe. You can check the current traffic e.g., in
the English Channel (or the French La Manche??) on AIS. A very, very busy
spot. Sailors trying to avoid "Hit me if you can" freighters, rely heavily
on AIS nowadays in that frighteningly busy part of the world.
Pirates are not legally required to register.
