I may be wrong but it appears to be fiberglass and does double duty as a
cross brace as well. It is not removable.

Well, it could be salt in some form (gritty and hydroscopic [attracts
water]) or it might be some form of aluminum oxide (aluminum "rust" -
soft and powdery). What's the pan made of?
