Found the problem:

After diving on the MaxProp to check the pitch setting I found it had
changed drastically since the last time it was set. My guess is the
change happened in the yard during winter. Maybe I changed it while
cleaning the prop before launching, although I do not remember pulling
the ring forward as this takes a good bit of effort. After re-setting
the correct pitch and making a test run the RPM's were exactly where
they should be for an 18" MaxProp at full throttle. the most difficult
part of changing the pitch while diving is seeing the numbers on the
bronze ring. My eyes can't see distance without glasses and now I can't
see close up either. Using the magnifying glass from the chart table
helped identify the marks and numbers. Its also important to be sure
your scuba mask is clean and fog free.
