Cherie,
Universal had a water pump issue on some motor which caused the problem you
describe. They came out with a fix, contact your dealer and ask about the
change to the water pump. Can't remember if they swapped out the entire pump
or replaced the pulley, we had the same problem on another boat.

Subject: [Baba-L] Water Heater and Engine Overheating
Hello all,
I have been plagued by an overheating engine since I bought my boat last
October. The previous owner had spent thousands of dollars replacing
things on the Universal 5444 engine (768 hrs on the engine). The end
results was that he said not to run the engine over 1800 rpm's.
Following his instructions, I have run the engine at 1800 rpms and it stays
right at 180, any higher on the rpm's and the engine gets hotter. This has
bummed me out severly as I should be able to run at least 2400 rpms which
means 1 less hour getting to Catalina ... yea!
I decided to pressure test the fresh water system and there is a slight
leak. Determining that it could be almost anywhere, I decided to
dis-connect the water heater and just cut it out of the fresh water system
completely. The pressure leak went away and I can now run my engine at
2400 rpm and the temp gauge stays at 180 - yea again!
Now, how would you suggest that I determine what / where the problem is on
the water heater? I have heard there could be tiny pin holes in the coils
inside the unit which, according to my resource, could actually leak
radiator fluid into the hot water? I have not noticed that I'm loosing
coolant.
Should I just replace the whole thing?
Has anyone experienced this type of problem?
Cherie
