The multiplier is directly dependent on the hull form and varies a lot.
1.37 seems somewhat high for a Baba hull Your boat is motoring along in the trough of a wave defined by your bow and stern waves. The theoretical hull speed is the speed of a wave of that wavelength through whatever medium the wave is travelling through. 1.37 is the constant used to determine the speed of a wave through water. The idea is the amount of power required to climb out of that wave is too great to overcome - if you could you'd be a planing hull. Hull form and other considerations that affect the resistance of the boat through water (I believe Perry calls this the prismatic coefficient) determine how much power you need to approach theoretical hull speed.
It is quite easy to be in water rough enough to overcome your hull's wave and allow speeds over the theoretical hull speed. Surfing is one example.
