To reinforce Alan's points (and I think they are international rules - not
just the U.S.Coast Guard)
You are illegal if you are motoring or motor-sailing at night with a
masthead tricolor
You are also illegal if you use both a masthead tricolor and deck lights
simultaneously under either power or sail
As I recall there is basically no time when you can legally use a masthea=
d
strobe - at least while underway - except in an emergency
