My understanding is that some of them are approved, but not all. I think
this is primarily an issue if your boat is an "inspected vessel", but it
might complicate an insurance claim.
We bought an anchor light from FirstStar (not CG approved) and have been
very happy with it. Rick feels that it draws less current than the panel
light! It's controlled by a photocell so you don't need to remember to
turn it on and off. It's got a slightly "cooler" color than standard
anchor lights so it's easier to find the boat when coming back to it at
night. Pretty expensive as I remember.
