Nope...and it doesn't really lubricate anything either. Raritan
Concentrate is a nasty little chemical (quaternary amonium compound)
left over from the days when we all flushed directly overboard...it's
sole function was to "sanitize" the flush slightly to reduce odor from
the head discharge line. Raritan has strongly considered discontinuing
it, but sells just enough of it to keep talking themselves out of it.

It's not necessary to completely fill the tank to rinse it out. Add
enough water via the pumpout fitting--'cuz that sends the water into the
tank at the bottom to stir up and sludge and hold it in suspension so it
can be pumped out--to cover the bottom to a depth of about 6"...pump
that out. Repeat once or twice more and that SHOULD do it.

It's not just important to prevent odor, it's essential...'cuz if the
vent becomes blocked, air in the tank displaced by incoming waste has
nowhere to go...the tank will become pressurized--which can have
disastrous consequences--anything from a ondeck eruption when the deck
pumpout cap is opened to an eruption in the toilet, to even a burst
tank! A blocked vent will also prevent the tank from being pumped out
or dumped...the pump or pumpout will pull a vacuum--which can also have
disastrous results...a particularly strong pumpout pulling against a
blocked vent can implode a tank.

So inspect the tank vent regularly, and keep it clear.
