On my Panda 38 we were having the same problem. The cure was a new raw water
pump the shaft bearings were bad causing low compression of the impeller
blades. We also found the heat exchanger needed cleaning. We found out that the
previous owner had been using Teflon tape on the zinc threads, so we replaced
the heat exchanger.
