My Universal M5444 does the same thing. I've replaced water pumps, exchanger, exhaust riser, new temperature sender and on and on. As long as I'm at 2100, I run at 180 degrees, any higher on RPM and temperature goes up.
 
Will be interested in hearing what others have learned.

OK, so I believe your correct on the need to work a diesel and some where from 75 to 90% power is correct depending on the particular manual you read. The thing about the Universal M40 or older 5432 is the thing wants to over heat or at least run up around 200- 210 after about an hour @ 85% power ( 2380 RPM) I have spent considerable time wiht the new 3" heat exchanger, new water pump and verifying the actual RPM. The drop across the exchanger is the recomended 30 degrees and yes i have verified the actual water temp. This is not a new problem with Universal, Does anyone have the answer. I find my engine will run all day at 2100 RPM but any thing above the for an extended period of time will make her run a little to warm.

FYI, Universal recommends 90% of redline speed for at least the M40 engine. The problem
with running under this speed is the engine runs too cool and builds up varnish deposits
on the cylinder walls. Over time that lets fuel past the rings and into the oil (as
well as power loss). The only real cure for this a tear down... Not Good.
