An air return is required from the fuel tank. It needs to be of
sufficient size to allow the air displaced by fuel to be evacuated
from the tank. So, if you are adding 10 gallons of fuel per minute,
then the air line must handle 2310 cubic inches (the engineers on the
list can convert this to proper hose ID).

My problem is that the top of the tank is too high and the air line
fills with fuel, blocking the evacuation process. The problem is that
the boat rolls and pitches. This motion makes it impossible for an
airline to be effective unless it has a continuous upward pitch. In
my situation, the air line is required to run along the top of the
tank in order to get to the egress to the deck point where the line
emerges. This parallel run always fills with fuel, blocking the air return.
