Rich, I should have suggested that you tighten the nuts evenly, same number
of turns, and only until the water stops leaking in and no tighter. Move the
rudder shaft back and forth a few times after this step to reseat the
packing material then retighten only if needed if water starts leaking after
shaft movement. Five minutes work will solve this problem.
